Further clarification needed (Possible Common Sense ruling...) Previously, the question was asked and gave an example with Skills Winners and apply rules for each age group. So it would be possible to give the Excellence to a team that ranked 5th for their age group and 10th overall in Skills Ranking. Which, for small events is still in the top 50% overall. As an EP, I am okay with this.

PART 2 QUESTION:
Do we apply the top 10 for Qualifying Rounds Rule per the Excellence Award criteria in the same way? Meaning, at a small event with only 24 total teams, it would be possible to give an Excellence Award to the 20th ranked overall team because they ranked 10th in their age group??? This is a little harder for me, as an EP, to say that I want all of the other teams in the same age group to model this team. But I suppose that it's okay??? because this award winner would still have a top Design Notebook and Interview by all other judging standards???

Yes, this is a common sense ruling. It is certainly possible, because Judged awards are qualitative in nature. Your example, while possible, would likely not be the case very often (e.g., only a smaller, later-season event where there are many high-performing robots in the particular age group). Again, it's possible just very rare.
