2623: Paper Innovate Submissions at Digital Events

For events that have digital notebooks, should teams be allowed to turn in a paper Innovate Award Submission form on the day of the event?

Although this may be obvious, but it seems to happen often, and clear answer would be helpful. On the day of the event, a team arrives with a paper Innovate Award Submission form and asks to have it judged. It was not included in the digital notebook at the time the notebook was reviewed. The team says they thought it had to be on the paper form. All notebooks have been judged at this point by a separate set of judges. What should the Judge Advisor do in this situation?

The Innovate Award Submission Form should be submitted in the same format as the rest of the Engineering Notebook.

If notebooks are submitted digitally, then the Innovate Award Submission Form should also be submitted digitally at the same time as the rest of the Engineering Notebook.
