The definition for Fully Developed in the judges guide is "An evaluation state for Engineering Notebooks. All notebooks with a score of two points or higher in the first four criteria of the Engineering Notebook Rubric should be considered Fully Developed as this would outline a single iteration of the Engineering Design Process." As it is written, the definition states a requirement for all notebooks that have a 2 or higher in the first four criteria of the notebook rubric to be deemed fully developed, but doesn't necessarily say that a 2 or higher is REQUIRED in the first four criteria in order to be deemed fully developed. Would you clarify if notebooks are required to have a 2 or higher in the first four criteria in order to be fully developed, or can judges choose their own criteria to determine if a notebook is fully developed? I always assumed that the definition meant they had to have at least a 2 (considering that 2 out of 5 is a 40%, which is already fairly low), but I wanted to clarify. Thank you!

All notebooks with a score of two points or higher in the first four criteria of the Engineering Notebook Rubric should be considered Fully Developed as this would outline a single iteration of the Engineering Design Process.
Judges should not come up with their own definition of "Fully Developed" to determine which notebooks meet that definition. All teams meeting the criteria for a Fully Developed Engineering Notebook should be evaluated using the Engineering Notebook Rubric.
