The official VEX U Robotics Competition Question & Answer system has closed for this season.
Rule T21 gives instructions for the number of alliances a tournament should have. For the purpose of this rule, does a VexU team count as 1 team or 2? (for example, at a 16 team VexU event, should all 16 teams make eliminations or should only 8 teams make eliminations)

Thank you for your question. At a VURC event with 16 Teams, all 16 Teams should be included in the Elimination Bracket.
We'll get this added to the game manual in the next update, and we'll include it as a new rule in next season's game manual.
