2616: G4b Part i - question regarding the movement of a driver as an emergency for a team

A member from our club joined earlier this season for an emergency reason to be a driver for Team A due to another student not being able to drive. Team B in our organization is now in need of an emergency driver for the State Championship, and Team A has their regular driver for that event. The normal driver for Team B is also the coder, and G4b, part i, states: An exception is allowed if only one member of the Team is able to attend the event. The Team can make a single substitution of a Drive Team Member or Coder for the Championship event with another Student, even if that Student has competed on a different Team. This Student will now be on this new Team and may not substitute back to the original Team during the season. Within this rule, is it legal for us to bring the emergency driver to Team B as they will be operating without a coder and driver, and Team A has their driver and coder back? I would like to point out that this is not for a strategic reason, but rather because of a students not being able to attend due to personal matters.

Based on Clause B part 1 of <G4>, a Team can only add a Driver for a championship event if only one of the "original" members is able to attend that championship event.

If there are two or more other Students on the Team who are able to attend the championship event, one of them must become the Driver, and any additional Students added to that Team for the championship event cannot be Drivers or Coders.
