In <T10>, it is stated that

Rings and Mobile Goal placement at the beginning of the Match may vary from nominal by up to ±1” (25.4 mm).

For mobile goals specifically, does this 1 inch variation refer to all points on the mobile goal or just the base of the stake? At some competitions we have been to, differences between heights of adjacent field tiles where mobile goals were placed to begin the match resulted in the mobile goals becoming tilted. While the center of the mobile goal (the base of the PVC pipe at the bottom of the mobile goal) was within the 1 inch tolerance of its nominal position, the mobile goal was tilted enough that the rubber tip of the mobile goal was certainly more than 1 inch away from where it should be if the goal were to begin the match fully upright. Is this an allowable starting placement for the mobile goal under the tolerances given by T10?

Rule <T10> does not provide a tolerance for the angle of an upright Mobile Goal, and this would be legal if the Field and other Field Elements are within tolerance and if the Mobile Goal is constructed correctly. If the section of the Field that is "tipping" the Mobile Goal is not in tolerance (as described in Q&A 2356), this would not be legal.
