Last year R7e stated that "non-elastic" string within legal dimensions was a legal component for robot construction (see https://www.robotevents.com/VRC/2022-2023/QA/1468).

This year, R7e states:

An unlimited amount of rope / string, no thicker than 1/4” (6.35mm).

Notably absent is the requirement that the string be non-elastic.

Therefore, is elastic string, such as non-vex surgical tubing less than 1/4" in thickness, legal?

This is correct.

Sort of. Please see this related Q&A post.

With that in mind, string with elastic properties is permitted, provided that is still reasonably considered "string" (e.g., yarn or thin elastic cords). However, surgical tubing is not string, and would not be permitted by this rule. (VEX surgical tubing is, of course, still legal)
