I attempted to order some pneumatic kits for our robotics students and found out today that they were out of stock and did not expect new kits until January. Beth Leavitt (Account Executive) sent me this list

of equivalent parts from SMC but said that we needed to make sure with the GCD(Game Design Committee) and REC to make sure that these parts would be legal. Would ordering parts from this list be legal to use on our VRC robots that compete in the Over Under game.

Rule <R7> states the following:

<R7> Certain non-VEX components are allowed. Robots are allowed the following additional “non-VEX” components:

[...]

i. Pneumatic components with identical SMC manufacturer part numbers to those listed on the VEX website. For more detail regarding legal pneumatic components, see the Legal VEX Pneumatics Summary document: https://link.vex.com/docs/2023-2024/vrc-over-under/LegalPneumatics.

The link in this rule redirects to the VEX Library article included in your post; therefore, yes, the parts listed are legal for use. This is also confirmed by the following passage from the article:

Note: This article replaces the “Legal Pneumatic Parts” PDF document that was used previously (prior to the 2023 season), and is considered an official reference for competition legality.
