the battery on our robot is decently exposed to where it could suffer damage from other robots. is it legal to 3d print a casing to protect things like pneumatic resevoirs, batteries, motors, or the brain?

As described in clause G of rule <R18>:

3D printed parts are not permitted in the VEX Robotics Competition, except as non-functional decorations (per <R8>) or as custom License Plates (per <R9>).

The uses you have described would be considered functional, and are not allowed on VRC Robots.
