I have a team questioning the legality of 48 tooth standard strength gears for competition in V5RC. These have been in my room since i started coaching but i cannot find them on the discontinued parts list. Could you please provide<G4><R7> clarification on this? Thank you.

We believe this gear is likely from the VEXplorer Kit, which is explicitly not legal via clause G of rule <R7>.
The easiest way to verify that this gear came from a VEXplorer kit is if it is maroon in color, with "swooshes" instead of holes for mounting screws.
