<SG2> like said in the sg2 note : Horizontal expansion is measured from the Robot’s perspective; i.e., it does “rotate with the Robot.” Robots that tip over, or rotate while Climbing, are still restricted to expanding from the chosen “side” that was measured during inspection.

with that in mind if a robot has a climb that make the robot rotate and that is making the vertical expansion becoming horizontal and above the 18 inch limit. does this action would be consider illegal or when it is said that the horizontal expansion rotate with the robot perspective it means that as long that you are less than 24 inches while climbing with that sort of climb you are fine?

Rules <SG2> and <SG3> work together in your scenario, and both have to be considered.

Because the horizontal expansion rotates with the Robot, as long as the Robot doesn't expand outward beyond the 24" limit from the single side described in <SG2> and specified during inspection, it's not violating <SG2>.

Vertical expansion doesn't rotate with the Robot. This means that a Robot's Climb can expand upward while rotating (as long as it doesn't break the Plane of more than two Levels) at the same time the Robot is extended horizontally. For <SG3>, it's the actual distance between the highest and lowest parts of the Robot that matter.
