From the November 1 version 2.2 of the game manual:

"<SG2> Robots get two Preloads. Prior to the start of each Match, each Preload must be placed such that it is: a. Contacting no more than one Robot. b. Fully within the field perimeter. c. Not in any position that would be considered Scored (such as Disc I in Figure 15). d. In the vertical projection of at least one (1) of the gray foam tiles adjacent to the field perimeter that are between a pair of Starting Lines on their Alliance’s side of the Autonomous Line. See Figure 19. e. Not contacting any other gray foam field tiles. f. Not contacting any Discs other than the Preloads. If a Team does not wish to use one or more of their Preloads, or if a Robot is not present for their Match, then the Preloads may be used as Match Load Discs in accordance with <SG6>."

The answer to to Q&A 1234 includes "The November 1 Game Manual update clarified that Preloads, like Robots, must be:

Contacting at least one (1) of the gray foam field tiles adjacent to the field perimeter that are between a pair of Starting Lines on their Alliance’s side of the Autonomous Line. "

This leads to the following questions:

1. Must all preloads be touching the foam field tiles as stated in Q&A, and therefore cannot be "inside a robot" or does this only apply to preloads that are not touching a robot?
2. May a robot's two preloads be stacked (one touching a foam field tile and the second on top) in a legal starting position? 
3. May an alliance's four preloads be stacked in a legal starting position?

Thank you for your question. The answer to Q&A 1234 has been updated to correct a mistake in the first bullet point, which you quoted in your question.

That response now matches the game manual, and correctly indicates that Preloads must be within the vertical projection of at least one of the field tiles between a pair of Starting Lines instead of contacting one of those field tiles.
