Appendix B makes no mention of the film/paper, however, in the 'Mounting the GPS Field Code Strips' KB article linked from the VexRobotics.com store for the GPS Field Code v2 product, it says: "Insert your polycarbonate panels into each Competition Field Wall with the paper/film facing in towards the game elements."

Is the paper/film (which is white and came with AI GPS field code strips last year, but was not included with the GPS Field Code v2 strips) required for VRC skills fields that have the GPS Field Code?

Reversely, can the paper/film be left on a field perimeter when being used in a VRC competition so AI competition and VRC skills could use the same field?

Is the paper/film (which is white and came with AI GPS field code strips last year, but was not included with the GPS Field Code v2 strips) required for VRC skills fields that have the GPS Field Code?

No. The white paper film was required for VAIC hardware, and is not required for the VEX GPS when used in VRC Programming Skills.

Reversely, can the paper/film be left on a field perimeter when being used in a VRC competition so AI competition and VRC skills could use the same field?

Yes, this is fine.
